Regular Meeting Minutes
May 26, 2015
The Board of Directors of Whittier Community Association met at the Somerford House, Frederick, Maryland on May 26, 2015 at 7:00 p.m.

I. CALL TO ORDER |
|
Mr. Daniel, Vice-President of Whittier Community HOA called the regular meeting to order at 7:01pm with a quorum present.
|
II. MINUTES
|
|
The Board discussed the previous month, 2015 minutes and had one correction. Motion: To approve the minutes with one correction. Sweet/Hornstein Vote: 6 For 1 Abstain
|
III. HOMEOWNER FORUM
|
|
- Homeowner Landscaping concerns/Emerson Drive The common area grass has not grown and is full of clay and rocks. It looks really bad. She brought in pictures of the area. The homeowner is asking the Board for improvements for the common area grass. She stated that it has been that way for at least 9 years. Classic Landscaping is aware of the grass issue. The Board will review it for the fall.
- A homeowner mentioned that homeowners on Emerson are not mowing their property behind their homes. Management asked for addresses.
- The numbers for the parking lot are numbered wrong on Emerson.
- A pear tree was cut down at 2519 Emerson. It is currently lying on the side of the house.
- There is a car that is covered and does not have current tags. It has not moved in two years.
- The Board and Management discussed with the Homeowners that the Frederick City can place a lien on properties that are not being taken care of. The city will do the work needed and bill the homeowner.

IV. MANAGEMENT REPORT

- Pool Passes Withheld – Maintenance Violations: When Homeowners have maintenance violations that were noted during the spring re-inspections and they apply for pool passes, this triggers a final inspection prior to the release of the passes. On 5/19/15 the community inspector inspected these homes and found the maintenance had not been completed. These homeowners were notified in writing that they must either attend the Board meeting or send a written explanation to the Board. Motion: The Homeowners that made the corrections and attended the meeting tonight will receive their pool passes. Management will hold the other passes. Hornstein/Sweet Vote: Unanimous

V. COMMITTEE REPORTS
|
|
A. ACC: none
B. Pool Committee: The pools opening went well. Greenleaf pool may have some electrical issues. They are working on it this week.
C. Townhouse Committee: none
D. Condo Committee: none
E. Landscaping Committee: Management has not heard back from the Aushermans regarding the additional trees.
F. Communication Committee: Some of the Board Members would like to see the Web site updated.
G. Social Committee: The Fall Festival is coming along very well. Famous Dave’s gave a great price for the food. The Board discussed the possibility of including Lakeside Pizzeria for some of the food options. The Board discussed several companies that might be willing to give donations. Management will find out who they used for the trash can s for the festival
H. Treasurer’s Report: none

VI. OLD BUSINESS
|
|
- There was no old business discussed.
|
VII. NEW BUSINESS
|
|
- Somerford House The Board members discussed that the Somerford House is need of several repairs. Management stated they would make a call but that was all they could do.
- Trash can issue: A couple of homes on West Greenleaf have been storing trash cans outside behind bushes. The trash cans are not to be visible. Management stated they would send violation letters.
- Wetherburn Townhomes: The trash cans are very close to each other and a Board member would like to see that one of the trash cans be moved closer to the “scoop the poop” sign. Management will request this from the City.
- Graffiti Graffiti was sprayed painted by the bridge.
- No Soliciting Signs: The Board discussed having additional “No Soliciting” signs.
- Swimming Lessons Offered: A Board member asked if swimming lessons could be offered. It would be a benefit for the homeowners.

VIII. ADJOURNMENT

There being no additional business for the Board to conduct at this time, the Board meeting adjourned at: 8:19pm. Motion: To close the meeting. Weaver/Watt Vote: Unanimous
